Abstract
National economic growth largely depends on natural resource endowment. The article describes the effect of natural resource endowment on strategizing the sustainable development of CIS countries in 2006–2020. After statistical processing, the data were subjected to the methods of panel analysis, pooled ordinary least-squares, and fixed/random effect models. The panel data analysis made it possible to verify the positive effect of natural resources on the economic growth. The positive correlation between the natural resource rents and the economic growth rates proved to be statistically significant. The CIS countries require a long-term strategy of economic restructuring to shift to sustainable development.

Abstract
Conceptual foundations are a prerequisite for strategizing new objects, including open diffuse agglomerations. This study aimed to develop and substantiate the concept of strategizing open diffuse agglomerations in the Kemerovo Region – Kuzbass. In particular, we looked at the North Kuzbass and South Kuzbass open diffuse agglomerations and explored the strategic directions for their development. The study employed the general theory of strategy, V. L. Kvint’s methodology of strategizing, as well as the methods of analysis, synthesis, abstraction, induction, and deduction. The resulting strategic concept includes some general provisions, as well as specific priorities for the North Kuzbass and South Kuzbass agglomerations. The concept’s mission is to improve the quality of life in the region and contribute to its population growth. Its general strategic priorities include the development of regional infrastructure, an increase in the population and its density, a balanced network of populated localities, digitalization, an improved quality of rural life, and sustainable development. Specifically, the North Kuzbass agglomeration prioritizes the development of creative industries, science, and innovation, while the South Kuzbass agglomeration prioritizes high-tech manufacturing industries. Although most of the priorities are supported with competitive advantages, some of them require attracting resources to create new advantages. The conceptual foundations for strategizing open diffuse agglomerations in the Kemerovo Region – Kuzbass reflect the region’s values and interests, make use of its competitive advantages, and ensure its social and economic development based on the strategy of new horizons, leveraging the potential of the centers to develop the periphery.

Abstract
In the current macroeconomic environment with its high degree of uncertainty, mining and metallurgical companies need to develop such long-term strategies that could both adapt them to the changing external factors and increase their domestic and international competitiveness. As a rule, strategizing depends on the correct choice of alternatives. The article substantiates the importance of strategic choice of long-term development options in mining and metallurgy, as well as reveals the current specifics of strategizing in these industries and defines some relevant development paths. The authors reviewed and compared the modern methods for evaluating alternatives, i.e., multicriteria utility (MAU), verbal decision analysis (VDA), simple method of multicriteria evaluation (SMART), analytical networks (ANP), analytical hierarchy (AHP), ELECTRE, TOPSIS, MAI, etc. These methods are crucial for strategizing in mining and metallurgy, but their limitations should be taken into account, and most of them have to be adapted to the industrial specifics.

Abstract
In the context of economic challenges and technological transformations, are identified the strategic approaches to development and practical implementation of the state policy for import advance in the oil and gas complex of Russia at the stage of formation of the Sixth technological paradigm. Are taken the strategic tasks and priority directions of the state policy of advanced development aimed at achieving technological sovereignty, ensuring sustainable economic development, national security and energy sustainability of the state. These include the construction of production and transport infrastructure, the creation of favorable institutional and investment conditions for enterprises for deep processing of hydrocarbons and petrochemicals, and the comprehensive socio-economic development of the regions where oil and gas companies operate. The object of research is considered from the standpoint of system-functional and comprehensive approaches. Are applied the methods of comparative and structural analysis, scientific synthesis; are researched the regulatory documents of strategic and program-targeted planning. Are noted the importance of a balanced state policy to improve the efficiency of subsoil use and the reproduction of the mineral resource base. A special role is given to the training of professional staff, the pragmatism of regulatory decisions and the scaling of effective management practices that ensure the competitiveness of domestic energy production. It was concluded that it is necessary to comprehensively introduce advanced digital technologies into all stages of production processes of industrial enterprises and into the public administration system, take verified measures of state support for the development of high-tech industries to stimulate innovation, expand foreign economic interactions within the framework of international integration associations.

Abstract
In this research, Professor V. Kvint’s methodology of strategizing was applied to global and national trends in the scientific and technological development of the healthcare sector. Its effectiveness was measured by life expectancy. The scientific and innovative system of Russian healthcare was studied using the methods of statistical analysis. Life expectancy proved to correlate with the national level of innovative medical research in the countries with more than 10 million population. The analysis of domestic healthcare science revealed poor R&D funding, low HR potential, and a weak implementation of innovations. Moreover, Russia’s scientific medical potential is concentrated in its two largest cities. The strategic priorities for the development of the scientific and innovative healthcare should pursue the following goals: interdisciplinary medical research, digital technologies, international cooperation, world best practices, medical science in the peripheral regions, private capital in medical science, total medical literacy, the culture of healthy lifestyle and preventive medicine, etc.

Abstract
In the economy of innovations, the human factor combines elements of innovation and high competencies, which means that a creative worker is an owner of human capital. The neoclassical economic theory sees highly intellectual abilities of creative labor as an accumulated economic asset. This research was an attempt to look at the human capital within the subject field of the neoclassical economic theory, i.e., at its specifics from within the subjective economic analysis with its utilitarian essence. It yielded a model of stage-by-stage circulation of human capital of a creative worker. The model considers the metamorphoses of a creative worker, previously described as a marginal concept, but never presented explicitly. These metamorphoses develop quite naturally as the importance of labor creativity grows in the modern innovation economy. The experiment revealed a theoretically substantiated and strategically relevant conclusion: it is possible to continue to develop and defend the key points of the human capital theory only within neoclassicism, with its fragmentary interpretation of social and labor relations and without the advanced achievements of the modern economic theory, e.g., Professor V. Kvint’s methodology of strategizing and the theory of strategy, V. L. Makarov’s social clusterism, S. D. Bodrunov’s concept of noonomy, etc. In any other cases, the interpretation of a creative worker as an owner of human capital objectively contradicts the actual theory and practice.

Abstract
Logistics strategizing is an effective tool for enhancing global business competitiveness. A strategic approach to business management involves shaping a long-term vision, defining key objectives, and developing a set of integrated solutions to achieve sustainable competitive advantage. In the context of increasing complexity of global economic processes and growing uncertainty in the business environment, logistics systems have become a critical factor that determines companies’ ability to compete in international markets. The transformation of global supply chains under the influence of digitalization, geopolitical changes, and growing requirements for sustainable development necessitates revising traditional approaches to logistics and developing integrated strategic solutions. This article introduces a comprehensive methodology for logistics strategizing and describes its effect on sustainable competitive advantages for companies under conditions of uncertainty. To study strategic logistics in the system of global competitiveness, the authors appealed to the general theory of strategy and strategizing developed by Professor Vladimir L. Kvint (Center for Strategic Research, Institute of Mathematical Research of Complex Systems; Economic and Financial Strategy Department, Lomonosov State University). The research yielded a conceptual model of logistics strategizing, a typology of logistics strategies, key factors for selecting optimal logistics strategies in the context of globalization, and an integrated approach to assessing their impact on international competitiveness. The methodology may be applied to strategize logistics at different types of companies. Future research will be focused on tools for evaluating the effectiveness of logistics strategizing and adapting it to various industrial and regional contexts.

Abstract
The year of 2024 saw several anniversaries related to the national rocket and space industry. Russia celebrated the 90th anniversary of the birthday of three outstanding Soviet cosmonauts: Yuri Gagarin, the first man in space; Alexei Leonov, the first cosmonaut to conduct a spacewalk; Boris Valynov, who set an absolute world record of 30 years of service in the cosmonaut corps. The country celebrated the 195th anniversary of the outstanding Russian philosopher and cosmologist Nikolai Fyodorov, who was the first to substantiate the idea of space exploration. In addition, the year of 2024 was the 20th anniversary of the first successful start of the Soyuz 2.1a rocket vehicle, which proved itself as a reliable and effective tool for launching various spacecraft into orbit. In this research, we collected statistical information for analysis and visual representation. We focused on the key aspects of strategizing the development of the Russian space sector and the fundamental principles of the Soviet school of cosmonautics. We considered the strategically important technologies and successes of the space industry, as well as the visions of the future shared by Russian scientists and cosmonauts. The outstanding achievements of Soviet cosmonautics allow Russia to increase its influence in the global space sphere. The founders of Soviet space industry remain a model to follow for those who are working hard to strengthen the national sovereignty in this area today. However, modern realities dictate the need for innovations in space exploration. Computer modeling is a major strategic element in this sphere as it visualizes and predicts various complex-controlled processes. The Central Institute for Economics and Mathematics, Russian Academy of Sciences, is the main national developer and license holder from the state corporation Roscosmos for research in this sphere.

Abstract
Strategic diversification of resource-type regions involves high-tech industries and production. In a resource-type region, the high-tech coal chemical industry requires special conditions and factors of the internal environment. This article introduces a case study of the Kemerovo Region based on the theory of strategy and the methodology of strategizing developed by Professor Vladimir L. Kvint. The research involved the methods of descriptive statistics, correlation and regression analysis, and cluster analysis. The development indicators of the regional high-tech industries and production partially depend on the volume of resources allocated for R&D, as well as the level of innovative activity. However, the corresponding regression models cannot explain the differences across regions, which means that informal factors are important as well. In the case of the Kemerovo Region, the level of R&D in the high-tech industries did not correlate with the main economic indicators. Therefore, its lag from the national average level can be overcome by asymmetric strategies, i.e., those related to institutional, informational, cultural, and other factors. The authors also identified a number of strengths the Kemerovo Region demonstrated in the development of high-tech industries. They included 1) the growth points in the academic system, i.e., Priority 2030, a world-class research and academic center, etc.; 2) education system oriented to STEM specialties with a well-developed system of lifelong education; 3) business financing of R&D, etc. The Kemerovo Region has favorable factors and internal conditions for the development of the high-tech coal chemical industry; the current limitations and weaknesses can be leveled out by asymmetric strategies.

Abstract
The current environmental, social, and economic challenges affect consumer behavior worldwide. The culture of conscious consumption is a strategic trend that changes the structure of the textile, clothing, and footwear industry (TCF) market, as well as the business models and strategic priorities of fashion companies. The looming depletion of natural resources promotes a new consumption paradigm based on rationality, responsibility, and resource efficiency. This paradigm ensures the long-term sustainability of the fashion industry. The article describes the strategic shift in consumer interests brought about by the culture of conscious consumption and the way TCF and fashion enterprises adapt to the new consumer preferences. The research relied on the general theory of strategy and the methodology of strategizing developed by Professor Vladimir L. Kvint, the founder of the Russian school of strategizing. The culture of conscious consumption is a multifaceted and interdisciplinary subject that encompasses economic theory, marketing, sociology, consumer psychology, and ecology. The TCF industry needs to develop new business adaptation strategies in order to meet the new consumer interests, as well as to establish institutional conditions for conscious consumption as a sustainable trend. The patterns of conscious consumption reveal multidimensional shifts in consumers’ behavior, whose understanding provides a foundation for strategizing. Those companies that can adapt to the new consumer trends gain significant competitive advantages.
