Abstract
Continuous, or life-long education is a factor of human potential development and an essential element of national wealth. Its strategizing is an important tool of human potential management at all social levels. The present research featured the concept of lifelong education, its impact on human potential development, and its strategizing in Russia. The study was based on Professor V.L. Kvint’s theory and methodology of strategizing. The article introduces the foundations for strategizing the lifelong education in Russia. The author also performed an OTSW analysis, which revealed some related difficulties, associated with the fragmented character of academic environment and the lack of consistent systemic management. Therefore, an effective lifelong education strategy requires a new, more coherent methodology.

Abstract
Introduction. Modern universities must fulfill the so-called “third mission” and become entrepreneurial (University 3.0). To go through this strategic transformation, universities need new theoretical approaches to strategizing. The research objective was to identify the strategic opportunities of creating an entrepreneurial university in the Kemerovo Region, i.e. interests of its stakeholders, mission, strategic priorities, competitive advantages, etc. Study objects and methods. The research featured the Kemerovo State University as the leading university in the region. It relied on the strategizing theory and methodology developed by V.L. Kvint, Foreign Member of the Russian Academy of Science. It involved an analysis of interests and values, an OTSW analysis, the method of strategic priorities and competitive advantages, etc. Results and discussion. The strategic development of the Kemerovo State University as an entrepreneurial university on its way to University 4.0 proved to be possible and expedient. The interests of the main stakeholders coincided in the field of R&D commercialization and the development of the entrepreneurial ecosystem of the university. Global, national, and regional trends determined the potential and expediency of “the third mission” of the Kemerovo State University. The strategizing strengths included a ready-made entrepreneurial training system, innovative infrastructure, competencies, and experience in start-ups, while the low level of entrepreneurial culture appeared to be the most obvious weakness. The article introduces the mission of the Kemerovo State University as an entrepreneurial university. The authors identified five strategic priorities, four of which demonstrated competitive advantages, as well as clear strategic contours and goals. Conclusion. The study can be of interest to management departments of universities that plan their strategic development as entrepreneurial universities.

Abstract
Introduction. Modern libraries do their best to increase public access to relevant information and knowledge with the help of modern digital technologies. Libraries supported by national governments and international non-governmental organizations provide the development of all sectors of society. Therefore, new opportunities for libraries are an important strategic task both for the state and the libraries themselves. The current global practices of diversifying library activities proved quite effective as they meet the challenges of digitalization and experience economy. However, they should be implemented with respect to the national specifics of the domestic library system. Study objects and methods. The present research was based on the theory and methodology of strategizing developed by V.L. Kvint, Foreign Member of the Russian Academy of Sciences and Honored Worker of the Higher School of the Russian Federation. His scientific theses have been successfully implemented in a number of regional and sectoral strategies. According to the general methodology of strategizing, any search for new opportunities should be preceded by a detailed analysis of global, sectoral, and regional trends. Results and discussion. The present strategic analysis of trends and forecasts for the library industry development in Russia and worldwide revealed a number of unique opportunities, which allow libraries to fit into the life of modern society and endow them with such socially significant functions as education, enlightenment, and promotion of cultural and moral values among young readers. However, the window of opportunities is always short-lived: the libraries should seize the moment to ensure their systematic and progressive development, which is possible only through the development of an effective strategy. Conclusion. The article introduces unique strategic opportunities for the development of the library system in Russia. The authors analyzed the best practices applied by famous libraries in their search for new roles and the domestic library industry in order to determine the strategic directions for the library development in the era of digitalization and experience economy.

Abstract
Introduction. Digital technologies are a strategically important trend that affects numerous areas of research and practice. They can provide a strategic competitive advantage in any industry, including fishery. The search for new solutions for the functioning of the agricultural industry is aimed at strategic global leadership in a number of areas, one of which is the traceability of fishery products. Study objects and methods. The present research featured the application of blockchain technology in the Russian fishery. It was based on Professor V.L. Kvint’s strategizing method taking into account industry specifics. Results and discussion. The study revealed the increasing importance of sustainable development in the fisheries sector and the need to meet consumer demand for information about the origin of the fish-based product. The article introduces strategic priorities and opportunities of blockchain technology in this industry. Conclusion. The contemporary fisheries sector requires a technological and logistics complexity in order to provide sustainable high-quality competitive products, and blockchain is a modern technology that corresponds to strategically significant trends and is able to boost the development of Russian fishery.

Abstract
Strategic management allows business to respond to the changes that occur in the markets, science, technology, economy, society, and politics. Poor strategic management puts the organization at risks and deprives it of the ability to predict and make plans, thus dooming it to short-term, on-the-spur-of-the-moment, or belated decisions. In a highly competitive and dynamic environment, organizations must develop a long-term strategy in order to keep pace with the external changes. In practice, many organizations act as if the environment were permanent, and lose competitive advantage. To be a market leader, the company should be able to predict external changes, design a proper strategy, determine competitive advantages, and avoid strategic risks. Strategy development is unique for each organization and depends on its market position, developmental rate, potential, competitors, products and services, the current state of economy, cultural environment, etc. This research featured the case of mobile provider “O!” (OsOO NUR Telecom, Kyrgyzstan).

The article reviews V.L. Kvint’s recent book about Amir Timur and his strategic leadership (2021). The analysis revealed some promising directions for strategic development, as well as social and economic aspects of the main provisions. The author comments upon the socio-economic significance of Amir Timur’s strategic decisions that can be effective in modern conditions.

Abstract
In the recent past, the open market policy of Russian economy encouraged a close cooperation between domestic and foreign companies. As a result, some Russian companies became technologically dependant on foreign technologies. As the foreign policy situation grew more and more complicated, the Russian oil and gas complex had to face the problem of import substitution. The technological support of the Russian Arctic energy complex has become one of the most relevant state issues as Russia strives to overcome the economic and technological sanctions imposed by the US and the European Union.

Abstract
Introduction. The socio-economic development of the Far East is a complex and long-term issue. It requires new priorities and prospective areas. The local gas industry can become such a development driver. It can trigger a breakthrough in the socio-economic development of the macroregion, but it needs large-scale strategic priorities and projects. The export of pipeline and compressed natural gas is one of such strategic directions. However, the region has to look for other prospective directions. The research objective was to define and substantiate such strategic opportunities for the development of the Far Eastern gas industry. Study objects and methods. The theoretical and methodological basis of the study relied on certain methodological provisions of industrial strategizing, e.g. OTSW analysis, which proved to be an effective tool for monitoring and justifying strategic opportunities. Results and discussion. The author identified strategic opportunities for the development of the Far East gas industry and came up with two strategic directions: 1) gasification of the Far East regions and 2) development of gas processing and gas chemistry production in the Far East. Conclusion. Further formation and implementation of strategic priorities in these areas will improve the gas industry in the Far East in the long run, while providing a multiplicative impulse of socio-economic development of the entire macroregion.

Abstract
The article features various strategizing issues of chemical industry. The authors summarize prospective strategic goals and objectives of the chemical industry in the Kemerovo Region (Kuzbass). They believe that proper strategic objectives in the chemical industry development can help the region to overcome the current economic recession. The paper contains some recommendations on how to implement Industry 4.0 in the chemical industry and develop the local chemical industry by creating large, medium, and low-tonnage chemical enterprises.

Abstract
Introduction. The Tourism and Recreation Cluster of Promising Development – Mezhdurechensk is a relevant project for the Mezhdurechensk urban district. The Cluster needs a good organizational and functional structure, as well as a clear division of operational functions and management tasks. The project aims at diversifying the economy of Kuzbass and overcoming the region’s dependence on the industrial sector, as well as the problem of single-industry towns. Study objects and methods. The article focuses on the following local points of attraction: the city of Mezhdurechensk, the Yugus and Syrkashi mountain complex, Podnebesnye Zubya mountain range, the Black Salan mountains, the Megaliths of Izygash and Kuylyum near Orton village, and the ethnovillage of Studeniy Plyos. The research involved the complex, system, comparative, cartographic, and ecological analyses, as well as the method of OTSW analysis. The latter revealed the opportunities, threats, strengths, and weaknesses of the project. Results and discussion. The authors followed the strategizing methodology of the scientific school developed by V.L. Kvint, Foreign Member of the Russian Academy of Sciences. They proposed strategizing measures for the Mezhdurechensk Cluster based on a detailed analysis of municipal, regional, and federal programs and strategies of tourism development. If managed properly, the Cluster will bring in various economic benefits, thus increasing the competitive advantage of the area and improving the positive image of the Mezhdurechensk urban district. Conclusion. The new strategy will improve the local supporting and servicing infrastructure, as well as diversify the local mining-based economy and human capital, which are important for the strategic development of tourism and recreation. The article is addressed to experts in the fields of tourism, hospitality, branding, and territorial marketing.

Abstract
Introduction. The COVID-19 pandemic has exacerbated the problem of strategizing the healthcare development in various regions of Russia. Study objects and methods. The present research featured the regional strategies of socio-economic development, the regional and federal strategies of healthcare development, and various indicators of the socio-economic development of public health in Russia and its regions. The research was based on the strategizing methodology developed by V.L. Kvint, Foreign Member of the Russian Academy of Sciences. It also included OTSW, comparative, and statistical analyses. Results and discussion. The author used global and sectoral trends to define the strategic priorities of healthcare development in the regions of Russia, e.g. digital organizational transformation, healthy lifestyle promotion, and medical literacy popularization. Conclusion. Regional healthcare development should be strategized based on an integrated approach to the socio-economic development of the region. Regional life quality ratings should take into account social, economic, and healthcare indicators, as well as environmental and climatic factors.
