    <p>Предметом исследования выступают стратегические направления развития солнечной энергетики в Узбекистане и роль государственно-частного партнерства (ГЧП) в их реализации в условиях трансформации национального энергетического сектора. Цель статьи заключается в выявлении ключевых приоритетов развития солнечной энергетики Узбекистана и определении роли механизмов государственно-частного партнерства как институционального инструмента привлечения инвестиций, распределения рисков и ускорения ввода новых генерирующих мощностей. Методологическую основу исследования составляет концепция стратегирования В. Л. Квинта, дополненная сравнительным, структурно-динамическим и институциональным анализом, где в качестве эмпирической базы использованы международные и национальные статистические материалы, стратегические и нормативно-правовые документы, а также данные по реализуемым проектам солнечной энергетики. В статье рассмотрены современное состояние энергетического сектора Узбекистана, особенности развития возобновляемой и солнечной энергетики, ресурсные преимущества страны и институциональные условия расширения участия частного капитала в энергетических проектах. В результате проведенного исследования установлено, что ускоренное развитие солнечной энергетики в Узбекистане обеспечивается сочетанием благоприятного природно-ресурсного потенциала, государственной энергетической политики, реформирования отраслевого регулирования и применения механизмов государственно-частного партнерства. При этом именно государственно-частное партнерство стало ключевым инструментом реализации крупных солнечных проектов, обеспечив привлечение внешнего финансирования, внедрение современных технологий и повышение инвестиционной привлекательности сектора. Результаты исследования могут быть использованы при разработке государственных и корпоративных стратегий, программ развития энергетики и новых проектов в сфере государственно-частного партнерства. В качестве итога проведенного исследования сделан вывод о том, что дальнейшее развитие солнечной энергетики в Узбекистане требует согласования целей энергетической безопасности, модернизации инфраструктуры, подготовки кадров и долгосрочного стратегического планирования.</p>

   <trans-abstract xml:lang="en">
    <p>Public-private partnerships are critical drivers of the solar energy industry in Uzbekistan. This article describes key development priorities, risks, new generating capacities, and public-private partnership mechanisms used to attract investment in this sphere. Professor V.L. Kvint’s theory of strategizing, supplemented by comparative, structural-dynamic, and institutional analyses, was applied to international and national statistics, strategies, and regulations, as well as ongoing successful solar energy projects. The article examines the current state of Uzbekistan’s energy sector, the specific features of renewable and solar energy development, national resource advantages, and the institutional conditions required for expanding private sector participation in energy projects. The accelerated development of solar energy in Uzbekistan is driven by a combination of favorable natural resource potential, state energy policy, sectoral regulatory reforms, and public-private partnership mechanisms. These partnerships serve as a key instrument for implementing large-scale solar projects by securing external financing, integrating advanced technologies, and enhancing the investment attractiveness of the sector. The findings can be used to develop public and corporate strategies, energy sector development programs, and new public-private partnership projects. Further development of solar energy in Uzbekistan requires aligning energy security objectives with infrastructure modernization, human capital development, and long-term strategic planning.</p>
